Prof. Dr. Wim G.M. Bastiaanssen is a Professor at the Faculty of Civil Engineering and Geosciences at the Delft University of Technology in the topic Water Resources Management and Remote Sensing on a part time basis since 2007. Wim is an expert in earth observation technologies for land and atmospheric processes, with a specialization in river basin management and agricultural water management. He is a hydrologist with relevant working experience in the hydrology of irrigation systems, both at field scale and at regional scale. His interests is in the computation of intelligent pixels, and usage of that spatial information for diagnosing water resources management situations for data scarce areas. Wiim is the original developer of the Surface Energy Balance Algorithm for Land (SEBAL). SEBAL is on its way to 1000 peer reviewed citations (959 citations in Google Scholar on February 1st), and has been applied in more than 30 countries worldwide. In addition to SEBAL, new tools such as ETLook, MeteoLook, WATPRO, GlobalWP, WPS and Water Accounting Plus (WA+) have been developed.

Wim Bastiaanssen holds a B.Sc. in Tropical Land and Water Management Engineering from Larenstein College (Velp) and a Ph.D. in Eco-Hydrology, Soil physics and Groundwater Management from Wageningen Agricultural University (Wageningen). Wim was a Professor at ITC (currently part of the University of Twente) in the period elapsing from 2000 to 2003. Wim holds also a Visiting Professorship at the University of Kwazulu Natal (South Africa) since 2010.

Professor Bastiaanssen has been working on water productivity and water accounting, ever since he started collaboration with the International Water Management Institute (IWMI) in the mid 1990s, which turned to be an important milestone in his career. The water accounting work was selected as the main theme during the inaugural lecture at TU Delft in 2009. WA+ has culminated in the mean time into a new analytical framework to describe the water flows, fluxes, consumptive use and services, being a sound basis for making monthly reports on the water resources conditions. Professor Bastiaanssen has founded in 2013 a new NGO referred to as the water accounting platform (www.wateraccounting.org) with support from IWMI, UNESCO-IHE and FAO. UNESCO will create a Chair on Global Water Accounting to support and accelerate this platform that envisages an international standardized reporting system for gauged, poorly gauged and ungauged basins.

Professor Bastiaanssen undertakes together with Ph.D. students from TU Delft new research on the earth surface hydrological processes from satellite measurements, such as rainfall, evapotranspiration, soil moisture, water levels, biomass production and crop yield, being the basic ingredients for water accounting, water productivity, climate downscaling, groundwater management etc. He supervises M.Sc. students occasionally. Wim is motivated to create operational products from scientific research.

The entrepreneur Wim Bastiaanssen has founded the successful small and medium enterprise WaterWatch BV (www.waterwatch.nl). Through WaterWatch BV, Wim has executed more than 50 remote sensing projects in various countries.  Many of these projects were with the World Bank, FAO, UNDP and IFAD and dedicated to diagnostic analysis of irrigation performance, productivity of water, water savings, groundwater abstractions and improving water management in general. Wim is the co-founder of SEBAL North America, a subsidiary based in Davis (California) that provides services to the private sector on consumptive use. Wim is one of the co-founders of eLEAF (www.eleaf.com). During 2013, he has stepped back from the commercial world and devotes his time to the NGO water accounting.org.
